PUBLIC NOTICE
ADVERTISEMENT FOR BIDS
The City of Elizabethton (Owner) is accepting separate sealed bids for the Elizabethton-Carter County Public Library Window Restoration. Bids will be received by said Owner, Attn: Greg Workman, Purchasing Director, at City Hall, 136 South Sycamore St., Elizabethton, TN 37643, until 2:00 P.M., EST, Thursday, March 19th, 2026, and then at said office publicly opened and read aloud.
A Pre-Bid Meeting (not mandatory) will be held on Thursday, March 5th, 2026 at 2:00 P.M., EST at the Elizabethton Carter County Public Library, 201 North Sycamore St., Elizabethton, TN 37643.
The Information for Bidders, contract documents, Plans, Specifications, Forms of Bid Bond, and Performance and Payment Bond, may be examined at the Knoxville Builders Exchange, 300 Clarke St., Knoxville, TN 37921, or AGC Plan Room, 249 Neal Drive, Blountville, TN 37617. Copies may be obtained at the office of Cain Rash West Architects located at 130 Regional Park Drive, Kingsport, TN 37660, upon payment of $200.00 for each set. Any unsuccessful bidder, upon returning each set promptly and in good condition, will be refunded his payment, and any non-bidder upon returning such a set will be refunded $0.
The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. All bidders must be licensed General Contractors as required by the Contractor’s Licensing Act of 1994 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
