PUBLIC NOTICE
NOTICE OF MEETING AND PUBLIC HEARING OF
THE HEALTH AND EDUCATIONAL FACILITIES BOARD OF
THE CITY OF ELIZABETHTON, TENNESSEE
NOTICE IS HEREBY GIVEN that The Health and Educational Facilities Board of the City of Elizabethton, Tennessee (the “Board”) will hold a public meeting and public hearing on April 15, 2026 at 2:00 p.m. in the Council Chambers at Elizabethton City Hall located at 136 S. Sycamore Street in Elizabethton, Tennessee to consider and act upon all business which may properly come before the Board, said business to include, but not necessarily be limited to, the approval of the issuance of the Board’s qualified 501(c)(3) tax-exempt revenue bonds in the total amount not to exceed $17,000,000 (the “Bonds”) pursuant to Part 3, Chapter 101, Title 48 of the Tennessee Code Annotated. The proceeds of the Bonds, if issued, would be loaned to Milligan University (the “Borrower”) to assist it in financing the renovation, improvements and equipping of a residence hall building, known as Webb Hall, located at 100 Frank Oaks Dr, Milligan College, TN 37682 (the “Project”). The Borrower will be the owner of the Project.
The Board will reserve a period for public comment during such meeting, and any person wanting to provide public comment at the meeting shall express their desire to do so in person immediately prior to such meeting.
THE BONDS IF ISSUED SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE BOARD, THE CITY OF ELIZABETHTON, TENNESSEE, THE STATE OF TENNESSEE, OR ANY POLITICAL SUBDIVISION THEREOF.
At the time and place set forth above, the Board will hold a public hearing relative to the proposed issuance of the Bonds. The public hearing will be held pursuant to the requirements of Section 147(f) of the U.S. Internal Revenue Code of 1986, as amended. Any person interested in the issuance of the Bonds or the location or purpose of the assets to be financed with the proceeds of the Bonds is invited to attend the public hearing (which may be continued or adjourned to a later date), and they will be given an opportunity to express their views both orally and in written form concerning the proposed issuance of the Bonds and the financing of the projects with the proceeds thereof.
